The final product would be the approval/reservation of participants in the form of bills to be passed by the current Parliament and amending the existing 1983 constitution. 6.2.1 Working Group reports1 and 3 contain a fairly comprehensive set of agreements relating to Phase 1 of the transition. At this stage, it is a question of levelling down the conditions of competition, the guarantee of free political activities and the powers and duties composed of certain structures. These structures are the Transitional Executive Council and its sub-councils, the Independent Electoral Commission, the Independent Telecommunications Authority and the Independent Media Committee. 6.2 It is also considered that these agreements were concluded in the context of discussions within the Conciliation Committee and the Bargaining Council. The question is how to ensure that all participants, including participants in CODESA, can participate fully in the implementation of agreements. Looking at the most effective and effective way to achieve this, we would like to present what was created in codesa in the form of an appropriate organizational chart at the end of this report. This chart provides a brief overview to allow us to discuss the following recommendations on how to proceed. This summary, which discusses the MOU, the agreements in the reports, working groups 1.3 and 4 and the status of work within Working Group 2, its steering committee and the management committee, outlines the substantive issues and the terms and scope of their review in codea. At its first plenary session, the Convention for Democratic South Africa (CODEA 1) adopted the Memorandum of Understanding. An addendum was then added. With this solemn agreement, the subscriber parties pledged to create a democratic South Africa with a new constitution. From the point of view of the multi-party forum reconrified, the full plenary sessions and the meetings of the Multi-Party Forum are the critical points on which participants record formal agreements/bookings, etc. The first-day meetings between the South African government and Nelson Mandela were promoted by the National Intelligence Service (NIS) led by Niel Barnard and its deputy director general, Mike Louw. These meetings have been secret and are intended to understand whether there are sufficient common reasons for future peace talks. As these meetings developed, a degree of trust developed between the main players (Barnard, Louw and Mandela).  In order to facilitate future discussions while preserving the secrecy necessary to protect the trial, Barnard had Mandela transferred from Robben Island to Pollsmoor prison in 1982. This allowed Mandela to live more comfortably, but also to facilitate access in a way that could not be jeopardized. Mr. Barnard therefore negotiated an initial agreement in principle on what was known as "discussions." At this point, the process has moved from a secret commitment to a public commitment. The subcommittee was invited to present a summary of the Codea agreements. The full text of all agreements is on pages 7 to 29 of the Working Group Report 1.
